For good or ill, the country has embarked upon a vast program of public works. Typical of these projects is the bridge across San Francisco, the Tennessee Valley Authority and the water and power developments up and down the Pacific Coast. Whatever defects the critic may find in this attempt to promote recovery, it at least has the merit of providing substantial employment. (pg. 22)
